Thursday, five deputy clerks who work under Kim Davis at the Rowan County, Kentucky clerk’s office were brought before a judge to testify that they would obey the law and issue marriage licenses to same-sex couples in Davis’s absence.
In an interview with The Kentucky Trial Court Review, Rowan County Attorney Cecil Watkins indicated that deputy clerks were always willing to issue such licenses but didn’t because they were terrified of Davis.
Friday morning, as Davis sat behind bars, her deputy clerks began issuing marriage licenses to same-sex couples.

The first couple walked in on Friday morning shortly after the Rowan County Courthouse opened. James Yates and William Smith, Jr. said they had tried six times to get a marriage license. They were finally successful on Friday morning.
“This means at least for this area that civil rights are civil rights and they are not subject to belief,” said Yates.
One of six Rowan County deputy clerks who will continue denying marriage licenses to same-sex couples is Davis’s son, Joe. “We don’t hate these people… We just wanna have the same rights that they have,” he told reporters.
